Methodology & Services
What This Practice Offers
Operating Environment Analysis
Structured assessments of the conditions your organization faces: political, social, logistical, legal, and threat-related. Not generic briefings — situation-specific analysis built on direct observation and primary research.
Threat Monitoring & Assessment
Ongoing or episodic monitoring of threats to your institution, people, or mission — built on intelligence tradecraft, not guesswork. Includes network analysis, open-source collection, and real-time reporting.
Investigative Research & Power Mapping
Deep-dive research into actors, networks, and dynamics shaping your operating environment. Who has power, how it is being used, who is connected to whom, and what it means for your work.
Community Safety & Resilience Planning
Grounded, actionable safety plans from honest risk assessment — not generic checklists, but situation-specific analysis built around your organization’s actual footprint, people, and threat exposure.
Election and Civic Safety Advisory
Specialized advisory for organizations working in or around election environments: threat monitoring, incident response, coordination with election protection networks, and operating environment assessment across election cycles.
Public Speaking & Panels
Civic resilience, election security, intelligence tradecraft, and the operating environment in North Carolina and nationally. Available for conferences, coalition convenings, staff trainings, and public forums.
Advisory & Consulting
Sustained advisory relationships for organizations that need a practitioner in their corner — not a vendor, not a consultant with a deck, but someone who understands your environment and shows up when things move fast.
The Methodology
The work of Ground Truth NC is grounded in structured intelligence tradecraft — the same analytical discipline applied in national security and special operations environments, adapted for the domestic civic operating environment.
That means: primary collection over secondary synthesis. Ground truth over model output. Direct observation, network analysis, and structured analytic techniques rather than punditry or pattern-matching from a distance.
The tools vary by engagement: Maltego, LexisNexis, OpenMeasures, Junkipedia, Telegram monitoring, public records requests, ArcGIS/QGIS spatial analysis, Gephi and Kumu for network visualization, Tableau for data analysis, and AI-assisted research. The discipline — the analytical framework, the sourcing standards, the verification protocols — is consistent across all of it.
Engagements are scoped to your situation. There is no standard package. Every organization faces a different operating environment, and the work is designed accordingly.
A Note on This Moment
The conditions facing civic organizations, local governments, and community institutions in 2026 are not routine. Federal retreat, escalating political pressure, economic disruption, and an information environment where signal and noise are increasingly indistinguishable — these are not temporary problems.
Organizations that survive will be the ones that understand what is actually happening: who has power, how it is being used, what the realistic threats are, and what can be done about them. That is what Ground Truth NC does.
